3 เรื่องต้องรู้ก่อนเข้าร่วมมาตรการปิดจบ หนี้เรื้อรัง
**สามารถขอออกจากมาตรการได้ แต่จะไม่ได้รับสิทธิแก้หนี้ตามเงื่อนไขเดิม**
มาตรการปิดจบหนี้เรื้อรัง..ช่วยเหลือลูกหนี้อย่างไร?
ถ้าได้รับแจ้งเตือนว่าเป็นลูกหนี้เรื้อรัง (severe PD) จะได้รับข้อเสนอให้สมัครเข้าร่วมมาตรการเพื่อปิดจบหนี้ ซึ่งจะได้รับประโยชน์จากการเข้าร่วมมาตรการ ดังนี้
** สำหรับลูกหนี้ที่เริ่มเรื้อรัง (general PD) ให้รีบติดต่อเจ้าหนี้หากต้องการแก้หนี้ เจ้าหนี้จะมีแนวทางให้ความช่วยเหลือที่เหมาะสมเป็นรายกรณี **
การแจ้งเตือนเมื่อเข้าข่ายลูกหนี้เรื้อรัง

ช่องทางการแจ้งเตือน
โดยลูกหนี้เรื้อรังจะได้รับข้อเสนอแนวทางการปิดจบหนี้จากเจ้าหนี้ด้วย
หนี้เรื้อรัง คืออะโร.. แค่ไหนที่เรียกว่าเรื้อรัง?
แบบไหนเข้าข่ายปัญหาหนี้เรื้อรัง (Persistent Debt - PD)
ลูกหนี้เรื้อรัง 2 แบบ
1. เริ่มเป็นหนี้เรื้อรัง (general PD)
2. เป็นหนี้เรื้อรัง (severe PD)
** ธปท. กำหนดเกณฑ์รายได้ เพื่อมุ่งให้ความช่วยเหลือลูกหนี้ที่เดือดร้อนที่สุดก่อน โดยพิจารณาความเรื้อรังและรายได้ที่ไม่สูงมากของลูกหนี้ **
ทวงหนี้อย่างเป็นธรรม ต้องแจ้งข้อมูลสำคัญอะไรบ้าง
เจ้าหนี้จะต้องแจ้งรายละเอียดของภาระหนี้พร้อมข้อมูลสำคัญอื่น ๆ แก่ลูกหนี้ให้ครบถ้วน เช่น
และห้ามเรียกให้ผู้ค้ำประกันชำระหนี้ก่อน ยกเว้น ลูกหนี้ล้มละลายหรือติดต่อไม่ได้

มีหนี้กับหลายเจ้าหนี้จะทำอย่างไร?
เคยปรับโครงสร้างหนี้แล้วขอปรับซ้ำได้ไหม?
หมายเหตุ: เกณฑ์ Responsible Lending ลูกหนี้มีสิทธิขอปรับโครงสร้างหนี้ ก่อนเป็นหนี้เสีย อย่างน้อย 1 ครั้ง และหลังเป็นหนี้เสีย อย่างน้อย 1 ครั้ง โดยนับรวมการปรับโครงสร้างหนี้ก่อน 1 ม.ค. 67
สัญญาณปัญหาหนี้
สัญญาณว่าลูกหนี้กำลังมีปัญหา เช่น จ่ายขั้นต่ำ จ่ายช้า กดบัตรเงินสดมาจ่ายคืนหนี้อื่น รายได้ไม่พอรายจ่าย ถ้าเห็นสัญญาณแบบนี้ไปคุยกับเจ้าหนี้ได้เลย !!

ปิดหนี้ก่อนกำหนดได้ ไม่ต้องจ่าย Prepayment fee
Prepayment fee คือ ค่าปรับจากการไถ่ถอนสินเชื่อก่อนกำหนด
ธปท. ห้ามเรียกเก็บ prepayment fee ในสินเชื่อภายใต้กำกับของ ธปท. ดังนี้
** ยกเว้นสินเชื่อเพื่อที่อยู่อาศัย ที่ผู้ให้บริการยังเรียกเก็บ prepayment fee ได้ในกรณีรีไฟแนนซ์ในช่วง 3 ปีแรกนับจากวันทำสัญญา เพื่อให้ลูกหนี้มีโอกาสได้ดอกเบี้ยต่ำในช่วง 3 ปีแรก
ห้ามเรียกเก็บค่าปรับจากการปิดหนี้ก่อนกำหนด (Prepayment Fee)
ต่อไปนี้ !! สถาบันการเงินและ Non-bank ภายใต้การกำกับดูแลของ ธปท. ห้ามเรียกเก็บค่าปรับจากการปิดหนี้ก่อนกำหนด (Prepayment Fee)
ยกเว้น สินเชื่อเพื่อที่อยู่อาศัย ที่ผู้ให้บริการยังสามารถเรียกเก็บค่าปรับรีไฟแนนซ์ได้ในช่วง 3 ปีแรกนับจากวันทำสัญญา
หนี้ “ปรับ” ได้
ปัญหาหนี้มีทางออก เจ้าหนี้ต้องเสนอแผนปรับโครงสร้างหนี้ ให้กับลูกหนี้ที่ยังไม่เคยได้รับการปรับโครงสร้างหนี้
1. เจ้าหนี้ต้องเสนอปรับโครงสร้างหนี้ (ก่อน 1 หลัง 1)
2. เจ้าหนี้ห้ามโอนขายหนี้ก่อนครบกำหนด 60 วัน หลังเสนอแผนปรับโครงสร้างหนี้ /กรณีให้เช่าซื้อหรือให้เช่าแบบ ลีสซิ่ง ต้องไม่บอกเลิกสัญญาหรือจำหน่ายทรัพย์ก่อนครบกำหนด 15 วัน หลังเสนอแผนปรับโครงสร้างหนี้
